Hearings about the river’s water are held in the State Capitol.
Through the expansive hallways and cavernous Foyer we find —
a small hearings room, packed with stakeholders of the river. We intercut these testimonies throughout the main story.
An unused water fountain waits around the corner from the hearings —
as our dishonest characters plan and scheme in the shadow of the Lincoln statue.
Talking brings awareness. Answers inspire hope.
In the future, more laws about water will need to be created.
