Hearings about the river’s water are held in the State Capitol.
Through the expansive hallways and cavernous Foyer we will find
a small hearings room, packed with stakeholders of the river. We will intercut these testimonies throughout the main story.
Meanwhile, an unused water fountain is around the corner from the hearings
as our dishonest characters plan and scheme in the shadow of the Lincoln statue.
